What's the difference between filling and creating a form?
Filling answers a form that already exists, or types directly onto a plain PDF. Creating adds brand-new fillable fields to a document, so someone else can open it later and fill it in themselves in any PDF reader.
Will the filled-in PDF still be editable afterward?
That's your choice. Leave "Make my answers permanent" off and the file stays a fillable form with your answers pre-filled in. Turn it on and your answers become regular page content that can't be edited as a form again.
